This song is a metaphor about Effects. "Paradise" is the real Effect. "Paving paradise" is what we do when we yield to all the distractions, amusements, and indulgences that numb our Effect Sensors so we can't feel real Peace and real Energy anymore. These pseudo forms of Peace and Energy disconnect us and blind us to our real Desires.
